William Penn Montgomery graduated from California State University, Hayward with honors in 1992, where he received a Master of Arts degree in Music Composition. There he studied composition with Dr. Glenn Glasow and Dr. Frank La Rocca and piano with Dr. Donald King and Ellen Wassermann.

Mr Montgomery also studied jazz privately with Art Lande and Richard Hindman, and post graduate studies at the Eastman School of Music with Bill Dobbins. Mr Montgomery lived in Japan for many years where he befriended Japanese composer Toru Takemitsu and taught at the prestigious Kunitachi College of Music.

He currently resides in Seattle where he teaches privately and is on the board of the Seattle Music Teachers Association. Mr Montgomery also still spends time in Kobe, Japan, where he resides part of the year.
